Since
HIPC (Heavily Indebted Poor Country Initiative) was introduced in
1996 as an initiative that would create an exit for countries with
unsustainable debts, it has received little praise. In fact, every
few years the international community has had to reform the initiative
due to almost constant criticism of its practices. Its failings
can be seen at every level. The main criticism being that HIPC does
not provide fast or deep enough debt relief and fails its primary
function of returning poor country’s debts to sustainable
levels.
