DRC - The West made loans to Mobutu Sese Seko (pictured), dictator of Zaire, throughout the Cold War. They continued even after Zaire's IMF representative - sleeping with a shotgun under his bed for fear of Mobutu - told Washington there was “no (repeat: no) prospect for Zaire's creditors to get their money back... ." The citizens of the new Democratic Republic of Congo are still repaying these loans. Why should they?
